Minimizing forbenius norm is basically trying to make all elements of matrix as small as possible

I was looking at http://mathworld.wolfram.com/FrobeniusNorm.html to see what Forbenius norm is. Intuitively speaking it seems like trying to minimize Forbenius norm is basically trying to turn the difference to be as close as a zero matrix. Right?
