ERROR: Quota 'GPUS_ALL_REGIONS' exceeded. Limit: 0.0 globally

I tried to create a new instance of notebook in Google Cloud Platform and got the following error:
“pytorch-20200830-221048: Quota ‘GPUS_ALL_REGIONS’ exceeded. Limit: 0.0 globally. (if this notebook instance needs to use a resource outside of project aesthetic-site-288021, in the project that contains the resource, please grant the missed permission to the Cloud AI Platform Notebooks Service Account: service-1002594092003@gcp-sa-notebooks.iam.gserviceaccount.com)”

Any recommendations to resolve this issue?

Have you already requested a quota increase?

Yes, I requested but it was declined. I upgraded my account as well but that did not work either.

After upgrading account logout and login will be able to request for increase in quota

I requested the quota increase but my requested was rejected.

you need to increase the quota which has name “GPUs (all regions)”, only increasing this GPU quota will work. First try to increase only to 1.

where is the option to request a quota… I really can’t find it in this link: https://cloud.google.com/ai-platform/training/docs/quotas#requesting_a_quota_increase
