Does to_fp16() require APEX?

Hi !

I recently had to reinstall my linux, and forgot to re-install apex before training a model. Yet, apparently, to_fp16() seems to work. At least, the training time decreases.

I thought APEX was necessary for fp_16(), or has something changed ?
