I am going through the CLR paper (Cyclical Learning Rate). Learning Rate is a Hyper Parameter. But from the paper, I could notice that - to find the best learning rate, there are new hyper parameter introduced - Like, Min LR, Max LR and Cycle Length. Is my observation correct?
