I have a Intel HD Graphics Card on my PC, will I be able to still able to participate?
No. PyTorch (and other) Deep Learning Frameworks work only with Nvidia GPUs. It might change in the future, but as of now, they only work with Nvidia. Some had problems with older Nvidia GPUs as well, so please check before you buy. Running using CPUs will lead to a very frustrating learning experience.
As of now, I would suggest you use Paperspace or some other cloud provider. There were a few threads on Paperspace setup if you choose to go that route.
